U.S. 1963 15¢ Montgomery Blair 3.5.1963

This US 15c Carmine, deep claret, and blue stamp on this cover salutes Abraham Lincoln’s Postmaster General, Montgomery Blair. Blair served from 1861-64. He called the first International Postal Conference at Paris in 1863, and it became the forerunner of the Universal Postal Union. Blair also put into effect George B. Armstrong’s idea of a Railway Mail Service in 1862 and a Postal Money Order System in 1864. This stamp was issued on 3rd May, 1963 at Silver Springs, MD.
